The opposition has often tried to surround the government regarding Rafale Deal. Meanwhile, the CAG report on Defense Offset stated that at the beginning of the offset contract for the deal of 36 Rafale fighter aircraft (September 2015) it was proposed that the vendor would meet its 30 percent offset by giving DRDO high technology. But technology transfer has not been confirmed yet. The CAG report tabled in Parliament on Wednesday said that India procures arms from abroad on a large scale. The 30 percent offset provision has been implemented under the Defense Procurement Policy.
But the arms companies promise an offset to get the contract but do not fulfill it later. Because of this, the offset policy is becoming meaningless. The purchase of Rafale aircraft has also been mentioned in this context, which cited Rafale's offset proposal in 2016. The report stated that between 2005-2018, a total of 46 offsets were cut in defense deals with a total value of Rs 66427 crore. But by December 2018, only 19223 crore offset contracts were completed. However, the Ministry of Defense also found only claims worth Rs 11396 crore in it. The rest were rejected.
The report said that the offset contracts worth Rs 55 crore lost have not yet been done. These are to be completed by 2024 as per the set rules. Offset provisions can be met in several ways.
