At present, the costliest car which you can own in India is a Rolls Royce phantom. The car costs ₹ 10,16,90,190. This is the base on road price. If you are planning to customize your car, you have to pay extra. Be prepared to spend at least 40,00,000–50,00,000 extra. The car will have an insurance renewal of 35,00,000 for the second year. It will keep on decreasing assuming there is no claims in the previous year. I am not much aware about their service plans so wont comment on that. If you do not have a Rolls Royce service center in your city, rest assured, Rolls Royce technicians will fly down to your city and service the car at your home (I was told this by the Rolls Royce salesperson in Mumbai, India).

Regarding the rumors of background checks, Rolls Royce does not do any background checks before selling their car. Till you have the money to buy and maintain one, Rolls Royce will be happy to sell you one.
